Child Passports: Learn About The Rules

If you need to get a childs passport for your son or daughter, you need to know what the rules are for applying. All children, even infants, need to have a passport for traveling abroad. There are extra requirements if the child is between 16 and 18.

Passports for children under 16 must be applied for in person with both parents or guardians present. You must supply proof of American citizenship, which will be returned to you. Acceptable types of proof include a U.S. Or foreign birth certificate, a prior U.S. Passport which is undamaged, or proof of citizenship or naturalization. You must also provide a social security number.

The accompanying parents or guardians need to prove the relationship they have to the child applicant. This proof may be in the form of a foreign or U.S. birth certificate, a decree of adoption, or a court order that establishes guardianship or custody.

If any furnished documents are in another language, they must be translated. It can be formally or informally translated. Both original and English translation must be submitted with the passport application.

Prior U.S. passports may not be used to prove relationship. If a parent or guardian has changed his or her name since any original documents were issued, proof of the legal name change must be submitted. An example of such proof is a copy of a marriage certificate. In addition, both parents/guardians must show current identification such as: undamaged US passport, certificate of naturalization, drivers license, government ID or military ID.

Both parents must consent in order for a minor below 16 years of age to get a passport. Therefore, they must both appear when the application is made along with the minor. If they are not able to appear together, one parent must attend, and submit a notarized Statement of Consent from the absent parent. The consent form must not be older than 3 months.

If complete custody is with only one parent, that parent must go with the minor to the passport agency and sign the form before the agent. Proof of sole authority must also be furnished. This can be a birth certificate or consular report of birth abroad, which lists only the one name. Alternative proof may be an adoption decree, a court order, an incompetence declaration, or a death certificate.

If necessary, a third party may apply for the minors passport. This person must appear with a notarized statement from both parents or guardians. If there is only one parent or guardian, proof of sole custody must also be furnished.

Besides the application and the documents proving your relationship, custody, and identification, two passport-sized photos and the application fee must be provided. Minors between 16 and 18 should bring photo identification. If they do not have any, the parents or the guardians must show their photo id. Whatever identification is used, a copy must be submitted. It is a smart idea to apply for the minor passport before you really need it, as is the case with all passports.

Continental, United lay out plan for merging FAA certificates

When we talk about a merger between United Airlines and Continental Airlines, we tend to think of it as a simple marriage of two parties.

But in fact, between the two of them, the carriers hold five different operating certificates that must be dealt with as the two consummate their coupling.

Continental has separate air carrier operating certificates for itself and its Continental Micronesia unit. United has an air carrier operating certificate. The certificates are issued under Part 121 of the federal aviation regulations, FARs.

In addition, United and Continental both hold Part 145 repair station certificates that allow them to work on airplanes.

In a memo emailed to Continental employees Wednesday, Continental laid out the sequence it and United will take after their legal merger, expected to close on Oct. 1:

1. Continental and Continental Micronesia will combine their air carrier operating certificates.

2. Continental and United will combine their operating certificates.

3. The two carriers will combine their repair station certificates.

It didn’t set target dates for the actions, which require Federal Aviation Administration approval. Getting the approvals is “a long-term process that will follow a series of steps to be outlined in a transition plan to be submitted to the FAA later this month,” the email message said.

In United’s similar message to its employees Wednesday, United vice president Michael Quiello explained:

“We have decided that the merged airline will retain the legacy Continental operating certificate and the legacy United repair station certificate. This was a technical decision based on a variety of factors.

“In addition, the Continental Micronesia operation will be combined with Continental’s in advance of the integration between the Continental and United operations. This will allow us to avoid delaying the larger, more complicated integration of the United and Continental operations and will simplify some of the later integration steps between the two carriers.”

Quiello told employees that the process “is expected to take more than a year. Certain processes and procedures may remain separate or parallel and partitioned for some time even after SOC, pending final integration.”

On a separate matter, Continental chairman, president and CEO Jeff Smisek put out an angry statement denying that its Cleveland hub will be seriously downsized post-merger.

He was reacting to an internal analysis that came out in a San Francisco lawsuit that challenges the United-Continental merger. That analysis, which showed Cleveland losing a lot of flights, was just one of many simulations, Smisek said.

“We consider Cleveland an important hub and one of our hometowns and resent this attempt to cause concern among our customers and employees,” Smisek said.

There are several special requirements to obtain a babies passport. The steps in applying for a passport need to be followed exactly or a passport will not be issued. You need to be organized to make your passport application process go smoothly. Collect your documents and arrange for an appointment at the passport agents office if necessary. Proof of the infants citizenship is required. This can be done with a certified birth certificate, naturalization certificate or citizenship certificate. You must prove that the infant is your child, either through a birth certificate listing the names of both parents or a court order that shows adoption of the child. If there is a question of custody, you will need court documents showing that you have sole custody.

Where possible, each parent must submit identification documents. These ID forms could include government or military ID, a pasports or drivers license. With an infant application, it is important for both parents to be present to submit documentation and sign the application form.

This documentation has specific rules for the presentation of documentary information for the parents. Both parents must provide documentation and there are rules about paper sizes and colors. The size of the image must be at least actual size of the document or card. It cant be smaller than actual size. If there are two sides to the ID card, both sides must be copied and sent along with the application form.

Generally, both parents must provide consent. This can be done many different ways. Probably the simplest is for both parents to appear at the time of application and sign the consent. If that is not possible, or if there are custody issues, there are other ways to provide parental consent. You should do the needed research to find the necessary regulations and stipulations.

You must make provision for the proper fees and charges. Some passport offices wont accept personal checks, but will accept credit cards or money orders. Charges for additional services such as overnight delivery or expedited service may be required. Exact money order amounts are important if you have elected to pay by this method. The passport office may not accept cash in payment for passport fees either.

You will need to provide a picture for a kids passport. It must be two inches by two inches. The photos must be in color. You will need two identical pictures to send in with your passport application. The photos must have been taken within the last six months. They must have a white or off-white background with a front view of the full face.
